Drug-Free Schools and Communities Act (DFSCA)

The Drug-Free Schools and Communities Act of 1989 (DFSCA) requires colleges and universities that receive federal funding to adopt and implement a program to prevent the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees. Paris Junior College (PJC) is committed to providing a safe, healthy, and drug-free environment for learning and work.

Annual Notice to Students and Employees

In accordance with the DFSCA, PJC notifies every student and employee each year, through the college’s website, Vector student and employee training, in the PJC Student handbook, Residential Housing guidelines, and via email about the following information related to the use of alcohol and illegal drugs and the abuse of any drug, whether legal or illegal:

  1. Standards of conduct that clearly prohibit the unlawful possession, use, or distribution of alcohol and illicit drugs;
  2. PJC's sanctions for violating the alcohol and drug provisions, as defined in the PJC Student Code of Conduct and the Employee Standards of Conduct (related policies DH (Legal) and DH (Local);
  3. Legal sanctions under local, state (Texas), and federal law;
  4. Health risks associated with alcohol and substance use and abuse; and
  5. Counseling, treatment, and prevention programs available to PJC students and employees.

Biennial Review

In accordance with the DFSCA, PJC conducts a Biennial Review of its drug and alcohol abuse prevention program to determine its effectiveness, ensure consistent enforcement of policy, and identify and implement any changes needed to either. Each Biennial Review is completed by the end of every even-numbered calendar year and is available to the public and the U.S. Department of Education upon request.

PJC's Choose Well - Drug and Alcohol Prevention Education Program

In support of the DFSCA, PJC Student Services coordinates the Choose Well program, an effort to educate PJC students about issues related to substance use and abuse, empower students to make positive choices for their futures, and connect students with campus and community recovery resources.
