“These guys had a goal, had confidence and played well as a team,” Foy said. “They are a great group of guys who became the best they could be at the end of the season and through the tournament run.” “These young men showed 8,000 basketball fans in Hutchinson, Kansas, what teamwork is all about,” PJC President Dr. Pamela Anglin said during a celebration in PJC’s Hunt Center, welcoming home the new national champions. “This is the greatest team and greatest coach in the United States.” The Dragons defeated the nation’s No. 2 team, San Jacinto College, in the finals of the NJCAA Region XIV tournament to earn their first trip to the national finals since 1959. The unranked Dragons then swept through a four-game schedule in the national tournament that included sixth-ranked College of Southern Idaho and 16th-ranked Moberly (Mo.) Area Community College, which they defeated 70-61 in the tournament finals to win the NJCAA title.
Foy, a native of Fort Wayne, Ind., has compiled a 203-118 record during his 10-year tenure at Paris Junior College. The last seven years at PJC have been exceptional. His teams have advanced to the finals of the NJCAA Region XIV state tournament five times while compiling a 162-69 record. This year’s sophomore-laden team that won the NJCAA national title has compiled a 54-16 record over the last two seasons. Dragon Rod Earls, from Little Rock, Ark., was named MVP of the tournament, while teammate Alexander Starr received the Charles Fesher Sportsmanship Award. Foy was named Coach of the Tournament. Earls, Starr and teammate Michael Battle were named to the All-Tournament team. The National Association of Basketball Coaches named Foy Junior College Coach of the Year. “It feels great, because very few coaches get to end their season by winning a national championship,” Foy said. And 2008 was a record-setting year the Lady Dragons. The softball team set school records for wins (44), home runs (74) and runs scored (384). Two PJC players also set school records: Shay Ristau broke the home run record, hitting 18 round-trippers, while Kaci Crawford set the school record for most wins by a pitcher with 32. “In our first year, I felt it was very important to establish a foundation for us to build a program that competes for league championships and regional tournament championships every year,” said Lyon. “I am very pleased with what we were able to accomplish last season, and I am very excited about taking the next step with this year’s group. Lyon came to PJC from Wichita Independent High School in Wichita, Kan., where he was dean of students, head softball coach and head football coach. Lyon took over the school’s softball program following a winless first two seasons, and led them to 65 wins over the next four years, including a 42-5 run his last two seasons. Those seasons included two league championships, two regional championships and two trips to the Class 3A State Tournament, finishing fourth and second. His team went 25-1 during his last season there and outscored opponents 304-51, setting a new state record for most runs in a season. Lyon also was head coach of the U16 Wichita Mustangs in summers of 2006 and 2007, leading the team to an ASA state title, a USSSA state title, two AFA state titles, a second place finish in the 2006 Colorado Fireworks Tournament, a top 25 finish in the 2007 Colorado Fireworks U18 Gold Tournament, and a top 12 finish at the 2007 U16 ASA A National Tournament. He also instructed and assisted the Mustang Gold Team, consisting of players from institutions such as Baylor, Stanford, Utah, Purdue, Coastal Carolina, Georgia Tech, Kansas, Louisiana Monroe, Arkansas, Albany, Emporia State, Nebraska - Omaha and Jacksonville State University. Lyon himself was a student athlete, playing football at Hutchinson Community College before moving the University of Nevada - Las Vegas. He finished his athletic career playing baseball at Kansas State University. Lyon holds a bachelor’s degree in elementary education from Kansas Newman University and a master’s degree in school leadership from Baker University in Topeka, Kan. He and his wife Bridget have three daughters, Cheyanne, Carson and Ciarra. Assistant Coach Tawnya Guthrie
She graduated Magna Cum Laude from Wichita State in 2008 with a double major in sociology and criminal justice and also earned the MVC Commissioner’s Academic Excellence Award all four seasons as a member of WSU’s softball team. Before coaching at Washburn University, she served as an assistant coach and private instructor in the Wichita Mustang Softball Academy from 2006-08. Guthrie was a catcher and designated-hitter for Wichita State, as well as a four-year member of the Missouri Valley Conference’s Honor Roll. As a sophomore, she set the Shockers single-game RBI record with seven against Missouri State in the MVC Postseason Championship Tournament with a pinch-hit grandslam, and is also second on the Shockers career hit-by-pitch list. Athletically, she was unable to finish her senior year and transitioned into a team mentor position due to career-ending back injuries she battled throughout the duration of her softball career at WSU. Guthrie attended Thomas Jefferson High School in Auburn, Wash. She is the daughter of Jodie and Ken Miller, with two younger sisters Andrea (14) and Taylor (12) “I feel extremely blessed to not only become a part of the Lady Dragons softball program, but the entire PJC family as well,” she said. Ellis and Carter to be 2010 Distinguished Alumni09.01.10 ... PJC Information Services Two former Paris Junior College students, Elmer G. Ellis and Jack E. Carter, have been selected as PJC’s 2010 Distinguished Alumni. They will be feted at the 86th Annual Homecoming Luncheon Saturday, Nov. 13, 2010. “These two gentlemen are well known in their respective professional circles and have brought recognition to PJC throughout their careers,” said PJC President Dr. Pam Anglin. “Justice Carter serves as a member of the Sixth Court of Appeals based in Texarkana, and Mr. Ellis is president and chief executive officer of East Texas Medical Center Regional Healthcare System, Tyler.” Justice Carter was elected to his current position as justice, Sixth District Court of Appeals, in 2002 and took office in 2003. A native of Detroit and graduate of Clarksville High School, he attended PJC 1961-62 and 1962-63. While at PJC, he took English, debate, and history and was convinced the legal profession was the direction for him. He went on to graduate from the University of Texas in 1965 and the UT School of Law in 1967 and began practicing law in Texarkana that same year. Carter remained in private practice until 1981, when Gov. William P. (Bill) Clements appointed him as district judge. He went on to be re-elected to serve in that capacity for almost 22 years as the district judge of the Fifth Judicial District Court in Bowie and Cass counties. Other justices who serve with Carter are Chief Justice Josh R. Morriss III and Justice Bailey C. Moseley. In recent years, the justices have conducted sessions of the Sixth District Court on the campus of PJC as a courtesy to both plaintiffs and defendants and have made themselves available to students and faculty following the sessions to better educate them on the judicial system. The Sixth District Court of Appeals serves a 19-county area in Northeast Texas. Normally, court sessions are held in Texarkana. During his tenure as judge Carter played a key role in creating of the Northeast Texas Court Appointed Special Advocates for children program. Additionally, he developed a seminar for divorcing parents in his two primary counties called, “Let’s Talk About Kids — Seminar on D.I.V.O.R.C.E. — The Children’s Perspective.” He also helped institute the Northeast Texas Restitution Center, enabling those convicted of crimes to work and repay the victims of their crimes. He is active in the Central Christian Church, serving as board moderator, and has been on the advisory boards of the YWCA Kid’s Exchange, Texarkana Independent School Board’s Community Board, Federal Correction Institute Community Board and the Caddo Area Council for the Boy Scouts of America. Carter actively supports the work of his wife Joan, who has served as the development coordinator for Opportunities Inc., a charitable organization which serves developmentally disabled children and adults. He is married to his childhood sweetheart, Joan Varley of Clarksville. The couple has three grown children: Sondra, an educator in Texarkana, and sons Clay and Justin who are involved in business endeavors in Tulsa, Okla., and Fort Worth, respectively. They are the proud grandparents of four grandchildren. Mr. Ellis attended PJC from 1958-59, 1959-60, and the summer semesters in 1960 and 1962. He was called to active duty in 1961 as a member of the Texas National Guard/Army. He served one year of active duty and continued for five years as a member of the Texas National Guard Reserves, returning to PJC in the summer of 1962 to continue his education. Following his time at PJC, he completed his BBA and MBA at East Texas State University and began a career in healthcare administration at St. Joseph’s Hospital in Paris. He joined ETMC in 1968 and his career has thus far spanned 46 years. Under Ellis’ leadership, ETMC has grown into one of the State’s preeminent not-for-profit health systems and is recognized as one of the “Top 5” East Texas companies in size with gross annual revenues of $3.3 billion and with over 15 hospitals throughout East Texas, in addition to medical clinics, emergency medical services, specialty services hospital, home health, rehabilitation center, inpatient and outpatient behavioral health center, regional trauma network and additional patient-minded services. ETMC creates over 9,000 jobs and treats more than 1.1 million patients annually. He is a Fellow of the American College of Healthcare Executives (ACHE) and former chairman of the Texas Hospital Association and was selected as the Earl M. PJC Information Services Former Paris Junior College Assistant Basketball Coach Chuck Taylor is returning to PJC to lead the Dragons men’s basketball team for the 2010-2011 season. Taylor worked as assistant coach under Bill Foy at PJC from 2000 to 2002, and returns to Paris from his most recent job as associate head coach at the University of South Alabama in Mobile, Ala. “We had to move quickly to find a replacement for Coach Schuberth to provide stability to the 2010-11 team,” said PJC President Dr. Pamela Anglin. “Coach Taylor understands Paris and was thought of highly by PJC employees during his time at the college, and he has proven success as a head coach while at Richland College.” Tom Schuberth submitted his resignation as Paris Junior College’s men’s basketball coach early Monday morning, after accepting a position as an assistant coach at Jacksonville State University, a National Collegiate Athletic Association Division I school in Alabama. His resignation at PJC was accepted, effective Aug. 31. “It is very important that our young men, who were just recruited, have a coach in place for them,” Dr. Anglin added, “and we are very appreciative of Coach Taylor for accepting this challenge on such short notice.” Taylor was promoted to associate head coach of the Jaguars in August 2009. In his third season with the university, he helped USA go 26-7, including wins over Florida and Arkansas, and gain an at-large bid to the NCAA Tournament. In 2008-2009, the team was Sun Belt Conference tourney runners-up, and in 2007-2009 they were Sun Belt Conference champions. While Taylor was an assistant coach at the University of North Texas, the Mean Green won the 2006-2007 Sun Belt Tournament and was seeded 15th in the NCAA Tournament. He served as head basketball coach of Richland College of the Dallas County Community College District in 2005-2006, leading his team to a 24-8 record and the Metro Conference Championship. The team ranked third in the final National Junior College Athletic Association poll and were Region V Tournament runners-up. In 2002-2005, Taylor served as assistant coach and recruiting coordinator at Texas A&M University – Corpus Christi. In 2004-2005 the team had its first 20-win season in school history, and in 2003-2004 the first winning season. While serving under Bill Foy at PJC as assistant coach and recruiting coordinator, Taylor helped the team to a 2001-02 Texas Eastern Athletic Conference Tournament and back-to-back seasons with 20 wins. PJC Regents approve budget for 2010-201108.26.10 ... PJC Information Services After receiving no comments on the proposed 2010-11 budget for Paris Junior College, the Board of Regents began its regularly scheduled meeting with the commendation of Cathie Tyler, instructor of art, upon her retirement. PJC President Dr. Pam Anglin presented her with a plaque in appreciation of her service. Vice Chairman Rachel Braswell congratulated Tyler on the high quality of the art program under her leadership. The regents approved the 2010-11 budget, which includes $11.9 million in federal student financial aid, totaling $34,871,443. Next, the regents heard a report from Achieving the Dream Data Coaches Dr. Kent Farnsworth and Dr. Rhonda Glover on PJC’s progress after completing three of the five years in the program. Dr. Farnsworth said Achieving the Dream was created to address three issues: a widening gap in the skills levels of American workers versus what employers needed, rapid globalization of the economy, and the growth in immigrant and minority populations that are also the least educated in this country. Analysts identified community colleges as providing solutions. “Paris was selected to participate in this program because of a very good application,” said Dr. Farnsworth, “and they are one of the colleges engaged in a series of experiments to improve student success.” According to Dr. Glover, studies now show that students were coming in the front door, but not finishing with degrees or certificates to give them skills needed for the workforce. In addition, the Regents:

The program involves the home, community resources, innovative methods and materials used to enliven traditional subjects, and academic and social incentives designed to “turn on” the tuned-out students. Upward Bound at Paris Junior College consists of two components: a full-time residential phase, when 60 students live on the PJC campus for six weeks during the summer, and follow-up tutoring, counseling and group activities throughout the school year. Upward Bound provides individual instruction in small classes, as well as personal and group counseling. The teaching staff includes college and high school faculty, plus experts in specific fields. The tutor-advisors who live in the dorms with the Upward Bounders are college men and women selected because of their proven moral, academic and leadership qualifications. They offer tutoring, counseling and chaperoning services to students throughout the summer’s activities. The on-campus summer program emphasizes reading and writing skills, math, science, humanities, foreign language, and computer programming. Also art, drama, debate, and cultural appreciation courses may be offered in addition to a recreational program which may include weight lifting, swimming, and other sports. All experiences are designed to broaden the student’s perspective and self-understanding. Upward Bound begins at the time of the student’s selection into the program and continues through the end of the Bridge Program. The Bridge Program is conducted the final summer after high school graduation. The student will be enrolled in six hours of college credit to help bridge the gap between high school and college and prepare him or her for independent college study. There is no cost to the student concerning tuition, room, board, books, transportation, etc. The only expense to the student is for clothing, personal items and laundry. Each student has opportunities to earn stipends to offset the expense of personal items. Paris Junior College Upward Bound project staff selects students from the 10th and 11th grade in our nine target schools who may need academic enrichment to pursue post-secondary education. Recommendations of high school counselors, teachers, social service agencies and others are also used in selecting students. Upward Bound does not seek the straight-A student who will probably go to college. Rather, Upward Bound seeks students whose potential abilities may be lost to society unless they can be motivated to apply their talents and energies constructively. From the large number of applications received, project staff will strive to choose the students who are genuinely interested in improving their chances for success in college by working hard in Upward Bound. PJC Upward Bound Target Schools
A Record Of SuccessA study found that, nationally, more than 85 percent of Upward Bound graduates enter institutions of higher learning and are more than twice as likely to enroll in post-secondary institutions as students with similar backgrounds. Four years after high school graduation, Upward Bound graduates were four times as likely to have earned an undergraduate degree as students with similar backgrounds who did not participate in the program. Over 50,000 students participate in more than 700 Upward Bound programs nationwide each year. PJC Information Services Revised Jan. 1, 2008 Paris Junior College requires students who receive financial aid to maintain the following standards of satisfactory academic progress (SAP). These measurements shall be used to determine your eligibility for all federal Title IV aid and for other need- based financial assistance, unless the terms of a particular grant or funding source state otherwise. Qualitative Progress Measurement: Minimum Cumulative Grade Point AverageTo continue receiving financial aid payments, you are expected to successfully complete all your classes with good grades. You must have at least a 2.00 cumulative GPA (Grade of C average) at the end of the spring semester each year, or you will be placed on financial aid (FA) suspension at the start of the following fall semester. See the section on FA suspension below for more information on how FA suspension may affect your ability to receive aid. Quantitative Progress Measurement No. 1: Number of Credit Hours Required to CompleteWhen you enroll in classes and receive financial aid to pay for them, you are expected to complete those classes. If you do not complete at least 67 percent of the credit hours that you started during the year (Fall and Spring), you will be placed on FA suspension at the start of the following fall semester. Only passing grades count as successful completions. Incomplete or other grades that do not result in earned credits will not count as completions. To use the chart below, add the hours for which you enrolled in the fall and spring semesters. You must complete, at a minimum, the corresponding number of hours listed in the right column with a grade of A, B, C or D in order to meet this requirement for continuing your financial aid eligibility.
Quantitative Progress Measurement No. 2: Maximum Time to Complete a Degree/ProgramWhen you receive financial aid to help pay for a program of study, you are expected to complete that program without wasting a lot of money and time. You must select a program of study before you can receive financial aid. To make sure that you complete your program in a reasonable amount of time, a limit set by law has been placed on the number of hours that you can attempt in order to complete your program. That limit is 150 percent of the minimum number of hours required to complete your program. Paris Junior College will allow funding for 150 percent of 67 hours (average number of hours required for a degree) or 100 hours. With an exception made for the Registered Nursing program after a student is accepted to the program and that maximum will be 168 hours. Once you reach the 150 percent limit, you will no longer be able to receive additional financial aid payments. There are a lot of variables that go into calculating that limit, including, but not limited to:
Note: If you cannot complete your program within the 150 percent limit, you will be placed on financial aid suspension when that determination is calculated. Financial Aid SuspensionIf you fail to meet any one of the SAP measurements described above, you will be placed on financial aid suspension for at least one award year. (Once you exceed the 150 percent limit, you cannot regain satisfactory progress. However, in extreme circumstances you may appeal to extend your eligibility to complete a program.) During the period of suspension, you will not be eligible to receive financial aid. To regain financial aid eligibility, you must pay the expenses related to at least half-time enrollment (six hours at a time) and satisfy all SAP requirements. After meeting all SAP requirements, you must request reinstatement of eligibility in writing to the Financial Aid Office by completing a reinstatement form for evaluation. Appeal ProcessIf you are placed on financial aid suspension, you may petition the Financial Aid Office (FAO) to consider mitigating (special) circumstances that resulted in your inability to meet the SAP requirements. The Appeal Form must be completed and must include supporting documentation regarding the circumstances (i.e., medical statements, divorce documents, letters of unemployment, etc.). You will be notified by the FAO within five days after a decision has been made regarding the appeal. If the FAO denies the petition, you may follow the same written procedure to appeal to the college Financial aid Committee for review. WARNING: Repayment of Federal FundsIf you receive federal financial aid and withdraw from all courses at or before the time when 60 percent of the term is completed, you will be required to repay a portion of the federal aid received. If you receive a grade of F in all courses for a semester, you will be required to repay a portion of financial aid received unless an instructor documents that you participated in at least one class through the 60 percent point of the term. Financial aid will not pay for:
Federal Family Education Loan Program (FFELP) RestrictionsIn accordance with federal regulations, a school must verify that a loan recipient is meeting SAP each time funds are released to the student. If you have been awarded money under the FFELP, all or part of your loan will be canceled if you are not meeting SAP at the time loan funds are available for disbursement (distribution). You then will not be considered for future loans until the SAP requirements have been met. Other restrictions related to your college’s default management plan may limit how much you may borrow and when you will receive your loan payments. Summer Enrollment and the SAPWhen calculating the SAP status, summer hours attempted will be counted toward the 150 percent maximum, and summer grade points earned will be calculated as part of the cumulative grade point average. The rule pertaining to completion of a minimum number of attempted credit hours will not be calculated for summer enrollment. NOTICE TO APPLICANTSStudent Financial Assistance Programs Disclosure of Social Security Account Number Section 7(a) of the Privacy Act of 1974 (5U.S.C.552a) requires that when any federal, state, or local government agency requests an individual to disclose his or her Social Security Account number, that individual must also be advised whether that disclosure is mandatory or voluntary, by what statutory or other authority the number is solicited, and what use will be made of it. Accordingly, applicants are advised that disclosure of the applicant’s Social Security Account number (SSAN) is required as a condition for participation in student financial assistance programs sponsored by the federal government, state of Texas, or the local government, in view of the practical administrative difficulties that would be encountered in maintaining adequate program records without the continued use of the SSAN. The SSAN will be used to verify the identity of the applicant and as an account number (identifier) throughout the life of the loan or other type of assistance in order to report necessary data accurately. As an identifier, the SSAN is used in such program activities as determining program eligibility, certifying school attendance and student status, determining eligibility for deferment or repayment of student loans, and for tracing and collecting in cases of defaulted loans. Authority for requiring the disclosure of an applicant’s SSAN is grounded on Section 7(a)(2) of the Privacy Act, which provides that an agency may continue to require disclosure of an individual’s SSAN as a condition for the granting of a right, benefit, or privilege provided by law where the agency required this disclosure under statute or regulation prior to Jan. 1, 1975, in order to verify the identity of an individual. The state of Texas has for several years consistently required the disclosure of the SSAN on application forms and other necessary program documents use pursuant to statutes passed by the Texas Legislature and regulations adopted by the Coordinating Board, Texas College and University System.
