PJC PURCHASING DEPARTMENT
MISSION STATEMENT
Our mission is to provide leadership and guidance to College faculty, staff, and administrators by collaborating with the supplier community to procure high-quality goods and services. We ensure full compliance with state and federal laws, Board policies, and administrative regulations. The Purchasing Department is dedicated to developing efficient, cost-effective, and user-friendly procurement systems and procedures. We are committed to maximizing taxpayer value while upholding the highest standards of ethics, integrity, public trust, and transparency.
Organization
The Purchasing Department operates under Administrative Services reporting to the Vice President of Administration and CFO.
Purchasing Function
Paris Junior College operates a centralized purchasing system in which all purchase orders for the campus are processed through the Purchasing Department. The department is responsible for issuing purchase order numbers for all purchases, providing written confirmation of each purchase order to the end user, and processing any change orders.
Vendors supplying goods or services without a valid purchase order do so at their own risk. PJC cannot guarantee payment of any goods or services provided without a valid purchase order.
At this time, Paris Junior College does not have an E-Procurement solution. As a general rule, purchasing staff utilize the State of Texas Comptroller site for bidders.
Our staff encourages all prospective bidders to register with the State.
The Purchasing Departments goal is to establish an E-Procurement system in the future. Please return to this site periodically for updates.
All purchases made by our department are only made to vendors who have completed our campus vendor set-up.

If your company is selected by staff to be issued a Purchase Order, a Vendor Registration packet will be sent to your representative.
A purchasing cooperative (co-op) is a type of cooperative arrangement that aggregates demand to obtain lower prices from selected suppliers. Co-op agencies are organizations that are independent of the College. Co-op programs allow government agencies to utilize contracts that were competitively bid.
Co-op contracts satisfy the need to obtain three quotes or issue a formal solicitation.
In addition to bids for goods and services solicited directly by the college, Paris Junior College often uses the following cooperative contracts to satisfy their competitive solicitation requirements for various goods and services.
