Regents pare list of construction manager candidates

From a list of 10 companies responding to the Request for Qualifications, the Paris Junior College Board of Regents Monday night selected a short list of three to interview Feb. 10 for the Construction-At-Risk Manager to oversee the construction of new housing for the Paris campus. The final three companies are Charter Builders of Dallas, Plyler Construction of Sherman and Adolphson & Peterson Construction of Dallas. Assessments included rankings for such things as experience with education construction, experience in Northeast Texas, personnel with appropriate background, familiarity with college needs, adequate bonding, acceptable and detailed schedules. PJC President Dr. Pamela Anglin gave a preliminary report on enrollment showing the student head count is 4,717 – up 14.3 percent over last spring, and with numbers up at all campuses. The contact hours for spring are also well over 1 million. The official drop date is not until the end of January, though, so the final number will be somewhat less. The board was also given the final report of Dr. Hunter Boylan, national expert on developmental education, with an assessment of PJC's developmental education program. The report states that PJC clearly makes a priority of developmental education, and recommends that consolidating the program under one director is necessary to improve communication and collaboration necessary to make the program more successful. In the legislative update, Dr. Anglin reported that despite promises from Texas Gov. Rick Perry and former House Speaker Tom Craddick, the appropriation for this year's employee health care has not been funded and legislative leaders say it won't be addressed until May. This could cause a more than $1 million shortfall to PJC's operating budget if left unfunded. In other business, the PJC Regents:
  • Reviewed and accepted the investment policy for another year.
  • Approved the extension of the contract with Nebraska Book Co. for an additional three years to run the PJC bookstore, since they have met their obligations during the first three years of the contract.
  • Received an update on pooling of financing for new student housing with local banks.
  • Received the 2007-2008 PJC Annual Report.
  • Accepted the retirement of instructor of English William Neely; the resignation of Assistant Softball Coach Mimi Randolph; and the hiring of Minsu Park as Interim Instructor of Accounting.
The next regular meeting of the Board of Regents will be Feb. 23 at 7:45 p.m. A special meeting to interview the construction-at-risk finalists will be at 6 p.m. Feb. 10.
